चुनाव खत्म हुआ- नतीजे भी आ गए। इसे लेकर व्याख्या करने का दौर जारी है। खुद को कभी इस देश का प्रधानमंत्री देखने वाले लालू जी की हालत देखते ही बन रही है। कांग्रेस को चुनाव से पहले आंख तरेरने वाले लालू यादव को जनता ने इस तरह पटका है कि वे बिना मांगे ही समर्थन देने के लिए दिल्ली की गली में घूम रहे हैं। कांग्रेस उन्हें बुला नहीं रही है और वे कह रहे हैं कि उनके साथ ठीक व्यवहार नहीं हो रहा है। ये होती है जनता की ताकत... इसे कहते हैं जनादेश। वह सिर्फ सत्ता का आशीष ही नहीं देती बल्कि धूल भी चला देती है।
बिहार में जो वोटिंग हुई है वह इस बार किसी जात-पात के नाम पर नहीं है। चुनावी विश्लेषकों को भी यह मानना ही होगा कि यह वोट सिर्फ विकास के नाम पर है। नीतीश का जो परचम लहराया है वह विकास पर मुहर है उस जनता का जिसे मूर्ख माना गया और उसका भावनात्मक दोहन किया गया। लालू जिस जाति- जिस वर्ग की राजनीति करते रहे उसकी बदहाली की कोख से भी विद्रोह पैदा हुआ। यह उसकी भी अनुगूंज है।
बिहार का होने की वजह से इस बदलाव को मैंने भी महसूस किया है। अपने शहर पूर्णिया से पचास किलोमीटर दूर अपने गांव जाने में मुझे तीन से चार घंटे लगते थे। अब वह सफर पैंतालीस मिनट में बिना कष्ट के पूरा होता है। पहले हम शाम को अपने गांव जाने से परहेज करते थे- कानून व्यवस्था की स्थिति गड़बड़ थी। इसमें भी सुधार आया है। जब बिहार जाता हूं तो लोगों से चर्चा होती रहती है। नीतीश की जाति कम लोगों को पता है जबकि लालू की सबको पता थी। जिस वर्ग के लालू जी ठेकेदार बनते थे उसे समाज में अधिकार के नाम पर सिर्फ गुंडई और विद्रोह सिखाया गया। उस वर्ग को यह सिखाया गया कि वह नंगा नाचे तो कोई बात नहीं, सरकार उनकी ही है। मंच से खुलेआम गुंडों-मवालियों को सम्मानित किया गया। यह कैसा सामाजिक आंदोलन था और लालू किस तरह का समाज बनाना चाहते थे समझ से बाहर था। मंच से लाठी का प्रदर्शन किया गया जैसे लोग भेड़-बकरी हों। जनता ने बता दिया कि लाठी ताकतवर नहीं होता। उन्हें लाठी की यह संस्कृति मंजूर नहीं है।
बहरहाल, बिहार की जनता ने यह साबित किया है कि उसकी मजबूरियों का गलत फायदा उठाकर कोई सत्ता की दुकानदारी नहीं चमका सकता। अगर वह सत्ता शीर्ष पर बिठाना जानती है तो जमीन भी दिखा देती है। कभी जीत का रिकार्ड बनाने वाले रामविलास पासवान की शक्ल देखिए कई बार तो पहचाने नहीं जाते। एक बिहारवासी होने के नाते मुझे इस जनादेश पर संतोष हो रहा है। हमने लालू जैसे लोगों को राजनीति की सीढ़ी चढ़ते देखा और एक सुंदर समाज को तार-तार होते हुए देखा है।
बिहार की कोख से तो कई आंदोलन पैदा हुए हैं। जरूरत एक और आंदोलन की है। बेहतर हो बिहार कुछ सार्थक इतिहास लिखने का साहस करे। एक कदम तो बढ़ा ही है। इसका स्वागत करना चाहिए।
